EU overhauls entry procedures: Impact on South African exporters
Effective June 3, 2024, the European Union (EU) introduces transformative changes to entry procedures for goods, impacting South African exporters. In the third phase of Import Control System 2 (ICS2), safety and security data reporting expand beyond air transportation to include maritime, inland waterways, postal, and express carriers.
Maritime and inland waterways carriers are now required to submit a comprehensive Entry Summary Declaration (ENS) for goods destined for or passing through the EU. This obligation extends to postal and express carriers, logistics providers, and, under specific conditions, final consignees in the EU.
The expansion of safety and security data reporting is not limited to existing transportation modes, with subsequent phases introducing similar requirements for rail and road transportation. This underscores the EU's commitment to stringent safety measures and streamlined reporting.
Affected companies must promptly collect accurate data, establish contractual arrangements for multiple filings, initiate IT development, and complete mandatory self-conformance testing. It's crucial to note the dedicated deployment window, with phased ICS2 connection based on transport mode from June 3, 2024, to September 1, 2025.
To navigate these changes seamlessly, affected companies are advised to:
1. Collect accurate and complete data from clients.
2. Establish appropriate contractual arrangements for multiple filing to comply with ICS2 reporting requirements.
3. Initiate necessary IT development activities promptly.
4. Complete mandatory self-conformance testing of systems for filing to ICS2.
